2024 Gaokao exam (National I) has "with the emergence of AI, will we have less or more questions" as the final essay question, but many students who were taking this exam from poor areas might not even know what AI is....I think we also need more critical examination of "AI as equalizer (in education)" not only for China but also other countries. Digital divide is not a China-specific problem.

No. That chart shows the average for all adults, so it's influenced by what was happening 50 years ago as much as the current situation. Plus rural areas generally have older populations than cities, which also helps to reduce their average-years-of-education statistic.
