A very good and cogent read. Purging the bureaucracy is indeed a hallmark of a dictator, often with deleterious consequences. In a recent article, I wrote something similar here:
not sure if this is accurate. shadow of nuclear war did leave its marks on China, there were shelters built in every city and not to mention the third front. though we may argue the impact on collective psych and culture is not as significant as it has on Russia and the US, but on the other hand it definitely reinforced China's tendency to self-reliance approach which continues today.
