I get your point, but the author is well aware of the distinction and I think she's deliberately referring to the increasingly ambiguous use of 党中央 over the years, including where it seems questionable whether it's used only as shorthand for the Central Committee (I remember debates years ago about "who is The Party Centre?", with the idea that in some instances 党中央 might be starting to imply Xi rather than the CC). She's written on this before as have several other people, so while I'm absolutely no authority on the linguistic nuances myself, I'm pretty sure this is a conscious word choice she's making in that context, not a translation error.
PRC continues to impress. Western countries along with India could take a few pages out of China's book by investing in social & infrastructure to improve the lives of their citizens. 800 MILLION lifted out of poverty. Wow.

I take issue with translating 黨中央 as "party center" ( which would be 黨中心). 黨中央 is short for 黨中央委員會 just as 中旅社 is short for 中國旅行社.
